super majority congress would serve to, "embarrass the administration, destroy the energy of government, and substitute the pleasure, caprice or artifices of an insignificant, turbulent, or corrupt junta to the regular deliberations and decisions of a respectable majority." good writer, that hamilton. but in recent years, the senate has been remade into a super majority constitution. disturb institution. you need 60 votes to get almost anything done. between 2009 and 2010, we had more filibusters than we had in the '50s, '60s, and '70s combined. and they're not filibusters like we think of them, where the senators go to the floor and debate an issue until they keel over from exhaustion. they're just obstruction. if you watch a filibuster today, it doesn't look like anything. it's the blue screen on c-span, the one with the classical music playing over it. you don't tune in to here an intense minority demand a great debate on the issue of the day. you tune in to hear a string quartet. senator jeff merkley, a democrat from oregon is trying to change that. he's got a proposal to force talk

missed that this guy had a genius-level i.q., a bundle of energy, more importantly to us -- a lot of our senior military leaders are good organizers with great energy, but this guy had a sense of strategic understanding of the battlefield, so what's discounted nowadays is that four-day ground victory for the first war, going into it we were dealing with the fourth largest army in the face of the earth that then was pulled apart by u.s. airpower, naval power, but more importantly by schwarzkopf, instead of banging away directly at the enemy and circling the whole force. he loved soldiers. he was a remarkable man, and as frequently noted, he had a temper. if you weren't taking care of soldiers or following the bouncing ball, you would understand quickly he was displeased with you. >> one thing we got to know the general by were the legendary press briefings, and at the time, you know, it was a very honest conversations being had, but in reflection, the general made it very object that he was trying to speak directly to saddam hussein. that was the audience, correct? for who he was t

something with regard to gun control and there's been talk on energy legislation. but it looks like raising the debt ceiling is not part of the deal. that is four major political fights that the president has on his hands. what is going to get lost the longer this drags on? >> i think most of those things. look, if this drags on into the new year, this is going to be the focus up until the inauguration. and as you mentioned, not only the debt ceiling but also come march, you will have to figure out how to extend government spending for the rest of the fiscal year. and they don't, the government would shut down. there are major fiscal fights that need to be resolved beyond the immediate fiscal cliff. we are not even talking about the major policies that you are talking about. immigration reform and gun control legislation, those are things that can fall by the wayside if we are consumed by the fiscal talks which seems likely. >> it seems they crawl from one crisis to the next. thank you, sir, we will see you later in the hour. >> thank you. >> president obama will be talking about th

to jack's point, schwarzkopf was a man of unbelievable intelligence and volcanic energy and -- you know, i think soldiers loved the guy. but in retrospect, in history, what we ought to really recognize is that the combination of general schwartzko schwartzkopf, colin powell, the wonderful first president bush, all three of them were men who understood the limits of military power. and were cautious and actually didn't want to fight unless forced to and they did fight they used overwhelming force. schwartzkopf's contribution -- he was trying -- a lot of brilliant people. so-called jedi knights, bunch of army-navy marine air force young guys who came up with a strategy to not batter directly away at the enemy force. remember that iraqi army. fourth largest army in the world. it had thousands and thousands of tanks and artillery pieces. and if you look at our military history, frequently what we have had, you know, world war ii, the italian theater, korea, korean peninsula, just battering away directly at an enemy. schwarzkopf, when he unveiled that plan, i was a division commander, s
